There are a few companies I partner with who have pre-set notary fees. I cross through theirs and write in MY fees. Then, there are the others who ask me to list my fees. I do. If they have a problem with my fees, we discuss it and come to an agreement.
I do work with Amrock - a lot. I will only accept their Quicken files. I've negotiated my fees with them. For example, for a hybrid they offered $65; within my immediate area, they pay me $160; additional distance requires additional fee - example: 1-3/4 hour drive to Tahoe City, they paid $475 (x2 - 2 trips in one week for 2 different files).
Same for other "pre-set low-fee" title companies. Just gotta learn to stick to your base fee and adjust them when needed for distance and other services (i.e. distance, language, scanbacks, POA, etc.).
