I can't state for a fact who is right or wrong, but I do read it that way. I've yet to see any inmate ID cards, cause I don't go to jails anymore, but I agree with Matt that we can assume the first two include a signature. The contents and format of those documents are pretty consistent, even though the design will vary. So IMO, a signature doesn't need to be specifically mentioned. The items in section 2, however, are much less consistent, which I assume is why those specific requirements are spelled out.

That's just my 2 cents, for whatever it's worth...
