Oregon has strange set up rules too. Oregon specifically says an US passport book or card is acceptable ID. Then it says other Federal, State, County or City issued ID is also acceptable as long as it has a picture AND signature.

What is curious, neither the US passport book or card has a signature on it. Either the signature is important or maybe not.
