Citibank HELOC I did the other day had RTC that the borrower didn't sign and then a doc "Notice of Right NOT to Cancel" that the BO was supposed to sign send back after 3 days (not my problem although I pointed it out to them as a to-do). I guess maybe they couldn't draw on their credit line until the 3 days had passed???
