There's at least one other state (NJ?) that has a similar exception to residency. The question is, what does "conduct business on a regular basis" mean in MA?

There's a big difference between living in one state and working in another vs occasionally wandering over the state border because that's were your business may take you. Your best bet is to go to the source for a definitive answer - call or email your Secretary of State (or whichever office it is that regulates notaries in MA) and ask them to clarify it.
