I agree that it would be better to have higher standards everywhere. I also agree, as a separate issue, that most states' notary fees are way too low. As VT_Syrup inferred, they seem to be based on the assumption that a notary is sitting in an office somewhere, being paid either a salary or hourly wage, vs. traveling in their own vehicle, under their own expense.

Frankly, I wish CA had one more requirement: that the notary exam be taken on a different day than the mandatory training, because I know how little is retained by the next day. If the training and exam were on different days, it would force people to go back to their materials and actually study the stuff so they can pass the exam. Unfortunately, this will probably never happen, as it would be an inconvenience for those who have to travel a distance to find a proctored exam.

Also, it's true that unless someone uses their training, they'll probably forget much of it anyway. I suppose that's why CA state officials use so much space in the exam to talk about penalties... Wink All I can say is thank goodness for this forum!
