Nope, never. I don't think that is normal in NYC either but a Law Firm using illegal practices.
Are you looking at the person on a screen signing virtually, verifying their information, and they can read the rest of the pages? Or did they just present you with this to finish it off? I don't do RON, but nothing I would ever touch if like that.
