I've used plastic sleeves for documents that were not notarized, and noticed a few problems:

-Some brands are sturdier than others. If you're putting several sheets in one sleeve, they fall apart sooner.

-If the document was printed with a laser printer, the toner sticks to the plastic after a while, and may not be completely legible after you pull it out of the sleeve. So you would need a blank cover sheet.
