IMO, the Passport Card is a passport. It states right on the face of it, " United States of America Passport Card" and it meets all requirements. It's just not accepted internationally (only in Mexico, Canada, Bermuda and Caribbean). Don't know for a fact, but, probably not accepted internationally because it cannot be stamped.

To answer OP's question: No, I haven't accepted this US Passport Card as ID. Haven't been presented with one yet. And, it's probably not specifically listed in our Handbook because it is considered a passport. But, to be sure, I'll send an inquiry to SOS.
