Finally received on 5/3/2021:

"Dear Ms. Adams,

Thank you for your email.

California Civil Code section 1185(b)(3) and (4) specifies the types of documents acceptable as identification. If the passport card does not contain all the required elements, then it would appear that it is not an acceptable form of identification.

Another NSA posted earlier that SOS had told them it was OK to accept passport cards as ID. Guess it all depends on who you talk to on which day. <smh>
