I thought this was a really good question. I did a little bit of searching on this and couldn't find anything about the notary venue impacting any legal issues with the document. What DOES seem to be important is the jurisdiction for any potential legal action, but that seems to be often determined by a 'venue clause', or other factors that don't have anything to do with the notarial venue. [I should add that my search was pretty cursory.]
So I guess it makes sense for it to just determine where a notary is based or possibly has authority. In my state, at least, we can notarize anywhere in the state, but it also documents where a notary has their commission filed.
It's occurred to me, as well, that with traditional notarizations, the venue documents where the signer was physically located at the time of notarization. So, for example, if a document was forged, a signer could potentially provide proof they didn't sign it if they could show they were somewhere other than in the county stated as the venue on the document.
I was once challenged on that point by an attorney who had just lost a client. The signer was from an adjacent county to mine and had apparently told the losing attorney that he never left the city where he lived. I completed the notarization of a letter to the old attorney advising that his services were no longer needed, in the office of the winning attorney (in the same county as me), and the client - of course - WAS physically present.
As I recall, that didn't go over well with the previous guy. I'd been given a heads up that I might be contacted but to not disclose any info about the transaction/notarization to the old attorney. (That was a given.) He did manage to track me down and called me, challenging me on the accuracy of my notary certificate, since he 'knew' that his former client never left that county. I assured him that, at least on this one occasion, he certainly did... [From the way he acted, I wasn't surprised that the client decided to find a new lawyer!]
This is as close as I've ever come (to my knowledge) to having a notary venue mean something...
