I agree. I acknowledge that the community may have something to do with it, but the people I do business with understand that any time someone makes a service call to their home, whether it be the electrician, plumber, housekeeper, etc., there's a cost for that - especially with today's gas prices! (Around here, there's not much under $6/gal anymore.)
As for fees, on my site I just put the state allowed fee per signature and state something to the effect that there's also a 'reasonable' mobile service fee. I prefer to not list those fees, leaving me free to negotiate and adjust for things like rush hour, bad weather, or even what other plans I had that might need to be changed or cancelled.
If cost is an issue, once in a while I'll agree to meet someone down the street at the local coffee house or McD's for a nominal fee (usually $10, plus per-signature fee). Those usually happen when everything else is closed. If that's a problem for them, then they're not my target client and they can find someone else - and wait until the next day, if necessary.
Whatever the situation, it's all made clear and usually agreed upon in advance, whether the contact is made via phone, text or email. (There are some communities near me where I just know it's not going to be an issue and I'm very rarely asked about fees.)
