I don't put much stock in posts where the posters say they called the SOS in some state and got a certain answer. In a large state like CA, you get different SOS people, and different answers on different days. (In VT, I've probably seen the SOS employee's living room while she was participating in a video legislative hearing via Zoom.)

Another problem is that the SOS employee might have given different answers depending on exactly how the poster phrased the question, and we don't get to see a transcript of the call, only the poster's summary of it.
