Actually, she only has the "right" to post the clip while she is an active sponsor of NPR St. Louis Public Radio. The clip must be removed immediately after the sponsorship ends.
I would guess that contiuing an active sponsorship beyond a month would be prohibitively expensive.
Brilliant or desperate? I don't know. New notaries are willing to spend money on "educational courses" that will teach them a skill that will unlikely ever be profitable. So why not spend a couple grand on a commercial? Home Shopping Network? Billboards? Gas station pumps? Grocery store carts? To me, it is a cute idea that makes no economic sen$e.
