Because article 3 of the law says that any notarization performed by a notary in another state has the same legal affect as if performed by a notarial officer of this state. In other words, there is no longer any reason or requirement to use a CA based notary for CA based signers. So, in seven years, the independent CA notary will likely be all but completely wiped out. Keep in mind, this was crafted and supported by CLTA, Notarize and NNA.
