Probably because of what Lee/AR said above. It's all a financial calculation. If they can get the notary to fix it for free or if it can be fixed electronically, they figure it'll have been worth it to them to take a chance and keep the lion's share of the fee.
Interesting that it was from SD, because I got an email from them early this afternoon for the first time in several years for an assignment simply labeled as 'courier'. CA Notary Services was looking for someone to get documents printed at FedEx ("printing will be reimbursed with receipt" - LOL!), then deliver them to family at a hospital about 7 miles away from me. Offered fee? $25!! Apparently they're really desperate, unsurprisingly, as my profile there probably dates back to my previous commission to the one I'm about to renew again...
FWIW for those of you from other areas, gas prices here are once again roughly in the $4.50+ range (and this isn't even for the more costly summer blend).
