Tho' we all tend to use the words interchangeably, they are entirely different things as the process is quite different.
Ink is wet and goes on top of the paper. Toner is dry and is fused to the paper (or not, as in your example--something is not working properly in the fusing process).
Sorta like saying 'I do notaries' when we really mean 'I notarize signatures'. Smile
