I think they have been. I know the Police Chief lost his job and was either booted or resigned from a seat on the City Council he just won months before. This was not the Uvalde PD - it was a separate police department that was specifically created to protect the schools in Uvalde, and they failed miserably at their first test. A month or so earlier, they hosted an active shooter training session for departments in surrounding communities - in that same school building!
The police in Nashville handled the situation beautifully. Not only did the five officers rush into the building, but their body-cam video shows that the shooter was engaged with police OUTSIDE the building and had her back to them as they approached, which means she probably never knew until it was too late that she had been flanked. It was a pretty smart tactical move on the part of the police, which required a knowledge of tactics and the ability to quickly implement them.
