More classified docs -- this time at Pence's home

I guess my question would be ... When are the custodians of classified docs held accountable? Don't they have a duty to protect/assign/retrieve the docs?

I'm not trying to absolve Trump, Biden or Pence or anyone else that comes up with not returning classified docs as required. It just seems odd that classified docs are supposedly "signed out". Isn't anyone tasked with following up and making sure those docs are where they're supposed to be? I really don't know how all that is supposed to work. Apparently, however, it's not working.
