HIPPA laws are there to protect the privacy of a patient. Under no circumstance can a Dr. disclose to anyone his opinion on someone's mental health and declare them unsafe unless they have the permission of the patient or a judge's order.

Democrats sure like to waste money. Will you be first in line when they call you up to get a psych examination and then report it to the Feds or make it open to the public? What if you were misdiagnosed? Your whole world would crash forever more.
