Perhaps it would help for you to provide more detail on what work opportunity you think might be there, 'cause I'm missing it. Also, what entity would be doing the hiring and paying?
If we do assume for a moment that there's a function of some sort that needs to be done but the DMV is understaffed, that raises the question of where the funds would come from to hire notaries. If they had the budget, why wouldn't they just hire more staff at the DMV (on top of the 1,000 new people they've already hired since the new DLs were approved by the legislature)?
Further, if the CA SOS has decided that notaries can't help with I-9 forms, which also just require examining IDs and filling in a form, I doubt they'd be willing to hire us for anything else. If it relates to voter registration, that also falls under the jurisdiction of the SOS, and from what I read, I think it would be a very steep climb to convince Alex Padilla that he needs to hire notaries to help with a problem he doesn't believe he has. Just sayin'...
I'd love to be wrong about this and for there to really be some kind of opportunity there for CA notaries. But in order for it to have any chance of success, it needs to be well thought out and clearly defined.
