Under the Americans with Disabilities Act (ADA), Title III anti-discrimination laws, the business, not the customer, must pay the expense of making reasonable accommodations for a deaf or hard of hearing customer, such as hiring a sign language interpreter, even if it results in a net loss on that transaction.
But, a Colorado notary may not communicate indirectly with a customer thru an interpreter. If the person can read and write, written notes may be exchanged to communicate directly.
About 8.6% of the US population is deaf or hard of hearing: deaf 0.9%, hard of hearing 7.7%. |
