Apparently, you (KC/CA) are a CA notary and resident, and if you are voting, you will vote in CA. You say you are not a MN registered voter. The significance of that is unclear

This page says in part
"Your signature envelope might have a box for a witness to complete and sign. Due to COVID19, there is no witness requirement for registered voters for the November 3, 2020 State General Election. Non-registered voters will still need a witness, to indicate their proof of residence."
So it seems that if the MN voter is registered, there is no need for a witness. If the person you are helping is not registered, the person may be able to register online in time to mail the absentee ballot without a witness. |
