1. It never hurts to inquire about specific *requirements* of another state, but I don't believe that extends to placing our stamp on something that does not include all the other required elements. I'd add a statement to cross reference to the attached cert in the space where the stamp is requested and hope reciprocity would apply, but I don't think I'd just add my stamp. If any doubts, you can always call the notary division of the SOS office.
2. I don't remember exact details, but I recall something in our state's notary law that prohibits us from charging a fee for notarizing something related to voting materials. It may or may not apply in your situation, but I recommend you look it up in our latest handbook, just in case:
