Janet, it's not a scam. They are upfront about the contract and what they pay vs what they provide. Have you seen or done these? I have. Nothing illegal about it.
Here is the definition of a scam

to obtain (something, such as money) by a scam
They push the bright side of things is all, but it's all out there to read in the contract they sign. In exchange for the listing, they pay them. Most people don't plan on selling or they plan on selling soon anyway, so they don't have to hire anyone. They play up to that.
Do you really think that this company doesn't have lawyers who scrutinized these contracts before they offer them? They are not about to lose their broker's license, be sued. Common sense dictates that.
It's only in a few states, and yes, FL is one of them.
Do I like it? No. Do I agree with it? No For personal reasons of just pure ethics for myself, I don't do these any longer. I like to believe in what I do.
It's legal here and not a scam. Signer beware
