the whole thing, but VA has always allowed notarizations outside of VA IF the document was to be filed in VA. I'm aware that this provision was there due to the large military & government presence (overseas deployments, etc.) That would apply to traditional notary as well as electronic notary in VA. I still don't see how one group can make decisions at a national level, since notary laws vary from state to state.
