I believe part of what you're saying is just semantics. This is about the notarial act itself, not the title of the person who conducts it. They could always stick a different label on this function in international markets. And as VT_Syrup indicated, all they'd need is one country to embrace the idea. Look at how many functions in our economy are outsourced already!
As for states' authority... The promoters of this idea just need to get enough influence with the right people in individual states to make this possible - and it appears that they've been already working on that for some time. So far, I believe Texas has managed to thwart their efforts , but we should remain vigilant.
And I believe we should focus on the public good and not our careers/businesses when working against this trend. No one but us cares about our businesses. As I see it, the primary issue should be the value of personal appearance.
