Yes, I'm inclined to agree; it's just that the Certification part contains the phrasing: I ATTEST that I have 1) examined . . . 2) docs appear to be genuine, and 3) to the best of MY knowledge, employee is authorized to work in U.S.
So seems they are supposing the Certifier and the Agent = the Employer. |
