Yeah, if you're still have a leaking problem after all that time, it definitely sounds like some kind of defect.

You might want to prepare for the possibility that you may have to request another Letter of Authorization from the CA SOS for them to issue another stamp to you. I don't know what the process is at their end for control of stamp production, but I'm sure the folks at NR will be able to tell you whether or not that's necessary. Just a heads up...
