Baltimore needs to pay the ransome. Happens all over the place and there is no way out except to pay or lose it all and would be millions instead of probably a few hundred thousand (just guessing). You pay, they give it to you. Next time the city will spend the money on better security and software instead of raises for the city officials. jmo
