I've always understood that section to be intended to prevent discrimination when providing notary services. So I don't believe it changes much for the vast majority of us. It means we can't discriminate against someone because of skin color or any other personal appearance issue, what kind of accent they might have, what they're wearing, tattoos they might have, their age (unless other issues already discussed would apply), nature of the document, etc. [I did manage to find a legitimate reason many years ago to not notarize something once for a 'sovereign citizen' follower, although I can't remember the details. Might have been an ID issue.]
Another reason for refusing to notarize for someone is if we can't communicate directly with the signer without the use of a translator (or translating device, IMO). Beyond that, I don't think it's that different here than anywhere else.
