So this law excerpt found on page 29 of the 2020 California notary manual doesn't create a duty for the notary to notarize on request?
"§ 8205. Duties
"(a) It is the duty of a notary public, when requested:"
followed by a list of the various notarial acts.
Of course, there is no duty to travel to the signer, so a mobile notary could freely refuse to accept an assignment involving travel. But after agreeing to travel and arriving at the agreed location, it seems the notary must notarize unless there is a valid reason not to.
