I think we agree. The CA notary has to walk a fine line if the ID or awareness is iffy; if they are too willing to notarize, they may be accepting an ID that isn't quite good enough, or notarize for a person who isn't quite aware enough of the meaning of the instrument. If they are too strict, they've failed to perform their duty.

The VT notary (and other states who adopted RULONA with no relevant modifications) have an easier path to walk. If they can't point to any specific problem with the ID, the willingness, or the awareness, but just don't feel good about the situation, they can refuse to notarize and not have to worry about having failed to perform their duty.
