Does New Jersey Notary Law allow the notary

to use an out-of-state certificate? We can do that here in FL. If so, there's nothing wrong with the notary completing that cert as long as it complies with the requirements of NJ law - I think the blame here falls on the recorder and not on the NJ Notary.

If the completed cert complied with NJ notary law and the notarization was done in NJ...then there's nothing wrong - no error - like I said - it's on the recorder and title/hiring party should be arguing this to the death and should have this notary's back.
