Well, not really, because here it's not sufficient to just say 'before me...' The notary's name is a mandated part of the certificate. In fact, we don't have any flexibility any more in the wording of our certificates. In fact, the country recorder in one county will reject certificates even if the pronouns are personalized vs. leaving the 'he/she/they' and underlining. (I think that's a bit extreme, but that's not my call.)
On the other hand, since our law says we can use certs "as required in other states", if I had a package for an Arizona property and a document had an AZ compliant cert that said Arizona Certificate at the top (and I knew that to be correct for that state), I would be able to use it. In practice, though, since I don't make a point of keeping up on Arizona notary law, I would likely replace that cert with one that was compliant for my state.
