Seems to me that the real issue with the hotline call is what's in the NJ state notary law, since that's where the notarization took place. Is there anything there that would prohibit including "California" in the title of the Ack? I don't understand why that would cause the notarization to be rejected. Does NJ have reciprocity laws like most (all?) other states?
The question I'd have is who was it that 'bounced' the document? I seriously doubt it would have been the CA Recorder's office if it was a recordable document. My guess would be that it would be either someone in a title/escrow office, or a loan processor - perhaps someone who isn't used to seeing docs for CA properties.
Barring something specific that makes that notarization unacceptable, I think if I was that notary, I'd be politely pushing back. As Linda said, I wonder if there wasn't something else going on. It might be enlightening to know if the caller was the signer, the notary, a ss, etc...
