Stopping CA notaries from performing RON is a start, but doesn't mean much unless a law is passed to prevent out-of-state notaries from performing RON for signers located in California. Such a law could be rather hard to enforce even if it passes.
But if CA did manage to pass an effective law to stop the out-of-state notaries, considering CA is such a large and busy state, it would create a major kink in the procedures of any nationwide company that needs to get things notarized. It might make them decide that if CA wasn't on board, they just wouldn't bother with RON. |
