is that a notary can only have one digital certificate - just like they can have only one type of stamp - you don't have a stamp for every company your work with in every state - you have one notary stamp to use. Same with the digital certificate/seal - you have ONE through ONE provider - and the state wants to know who that is. They want to make sure the notary has all their ducks in a row to be able to perform this function within the law.
