I think it's good that Alz was diplomatic.

I have no idea how busy the people Alz worked with are. I don't know if whoever sent the email to Alz could be expected to remember the special situation with this assignment for 24 hours.

What I do know is that many organizations that seem big enough to have computer apps that talk to each other do not. An organization I volunteer for has one app to receive an assignment for a disaster, another app to give money to a person affected by a disaster, and still another website to look up the rules for who is eligible and who isn't. I wouldn't be a bit surprised if the system the EO/EA updated when the EO/EA learned the documents wouldn't ship the same day as the signing is not connected to the system used to see if all the expected packages have arrived.
