The rules are clear. EVERY applicable box on a 1003 must be completed. (*note the word applicable) I received this training while working as a Loan Officer prior to becoming a signing agent. Borrower signs. IF there is a Co-Borrower, Co-Borrower signs and by doing so acknowledges participation in the loan application process (not just marital rights, for example). Just because a Co-Borrower may not exsist does NOT exclude the Borrower from having to sign the top of the 1003.
