Should I Have Said No? (California)

Client wanted notarization of sigs on copies of ID. No problem there. But they also wanted a statement from me declaring the person whose photo was depicted in the ID was the person who signed. I declined because I would be making the declaration as a notary and CA bans notaries from certifying anything other than a POA copy or a page from their journal. CA SoS was of no help on this.

Thoughts?
