I have to agree with their assessment. I don't think it's possible to anticipate every possible type of situation that a notary might run into. Also, it's not the SOS that writes the law. They're just charged with administering it. So it's up to each of us to be familiar enough with the law to be able to apply our best judgment in every situation.
