In some circles, that would be considered "entrepreneurial spirit" - see an opportunity, fill a need...

Just another rogue police officer who damages the reputation of law enforcement.

How do you get to the rank of lieutenant and then do something like this? It amazes me sometimes how people at this level - knowing all of the procedures in place to prevent against this type of behavior - think they are smart enough to get away with it.
