Evidently, he and some other officers had been getting away with it for a while. I remember when I was in high school our local Orange County sheriff was caught doing pretty much the same thing; only he wasn't content with just stealing the evidence and having local drug dealers sell it for him, he actually stole meth labs that were in evidence and was caught when one of his protected dealers was busted with the evidence stickers still on the lab equipment.
You are correct about bad actions from certain police doing damage to the reputations of good officers. That is why, imo, the book should be thrown at them and once convicted, the maximum sentences should be imposed on them.
